Place the stuff you want to scroll inside a Panel control. Set the Panel control's AutoScroll property to True. When the Panel and its contents are sized so the contents won't fit, the Panel automatically displays scroll bars.
This example has the Panel anchored to the edges of the form so you can resize the form to make the Panel larger and smaller.
